New appointments at the Navy Staff

By order of the Minister of Defense, Sorin Frunzaverde, starting December 1, 2006 admirals and officers from the Navy Staff have been appointed, thus:

- Flotilla Rear Admiral Gheorghe Petria ( chief of the Navy Staff Resources) was appointed the deputy chief of the Navy Staff. Rear Admiral Petria was the commander of a combat unit, the first mate, the commander of a ship and the chief of staff at a submarine hunter division. He fulfilled the command and staff positions in a command of maritime division and the Navy Staff, where he was the chief of Doctrine Office, and the chief of Humane Resources Office. He graduated Mircea cel Batran Navy Institute, the Academy of High Military Studies, Navy post university course, and the College of Staff and Command. In November 3, 2006 he was appointed the chief of the Navy Staff Resources in rank of Flotilla Rear Admiral.

- Commander Dan Popescu ( chief of the Navy Staff, Logistics) was appointed the chief of the Navy Staff Resources. Commander Popescu graduated Mircea cel Batran Navy Institute in 1980 and the post university courses on Human and Material Resources Management and the Management of Defense. He is master in Advanced Concepts of Naval Engineering and student at the National College of Defense. For about 20 years he was the chief mechanic on ships of different classes and the unit commander technical deputy. In the Navy Staff he was the chief of Technical and Material Supply Office and Ships Exploitation Office, and then he was the chief of Logistics.

- Commander Dr. Niculae Valsan (deputy chief of Flotilla) was appointed the chief of the Navy Staff Training and Doctrine Office. Commander Valsan graduated the Navy Institute in 1978 and the Faculty of Staff and Command in 2004. He also graduated the course on Staff Orientation at the College of Defense of Holland and the post university course on Strategic Command at the College of War of the Greek Navy. He was on board of missile carriers ( commander of service of combat and first mate), mine dredger ( ship commander and unit commander). He was the chief of Operations in a Brigade of dredgers, the deputy chief of staff at Mircea cel Batran Navy Academy, the chief of Doctrine at the Navy Staff, and the deputy chief of Flotilla. He was the chief of staff of the BLACKSEAFOR group during the fourth activation. He is doctor in military sciences since 2006.


- Commander Mircea Rusmanica (chief of the Center of Divers) was appointed the commander of the Flotilla. Commander Rusmanica graduated Mircea cel Batran Navy Institute, the Military Academy, Navy specialty and the post university course on Strategic Command at the National University of Defense. Abroad, he graduated the course for scuba divers in Genoa, Italy and the course for the multinational forces in Oberammergau, Germany. He was the combat service commander and the ship commander on dredgers, the diver ship commander, the chief of staff and scuba divers unit, the chief of Brigade staff, the chief of staff and commander of the Center of Divers.

- Commander Aurel Popa ( commander of the Frigate Flotilla) was appointed the Flotilla deputy commander. Commander Popa graduated Mircea cel Batran Navy Institute and the Academy of High Military Studies, the College of Staff and the College of War. He was the commander of torpedo ships, the commander of unit of ships, the deputy chief of staff at Mircea cel Batran Navy Academy and the chief of Training in the Navy Staff. In May 1, 2006 he was appointed the commander of the Frigate Flotilla.


- Commander Alexandru Mirsu (chief of Operations in the Navy Staff) was appointed the commander of the Frigate Flotilla. Commander Mirsu graduated Mircea cel Batran Navy Academy, the National University of Defense and the course of Command and Staff at the Royal College in the UK. He fulfilled the positions of commander of combat service on anti submarine ships. He was the staff officer of corvette unit, the commander of dredger, the chief of staff and deputy commander of unit of dredgers. Then, he held the position of chief of Operations at the Naval Operational Command and at the Navy Staff. He was the BLACKSEAFOR commander during the fifth activation of the Group of Naval Cooperation in the Black Sea. He is trainer for a doctor's degree in military sciences.
