Draft Law for the Ratification of the Additional Agreement to the Paris Protocol Adopted by the Deputy Chamber

The draft Law for the Ratification of the Additional Agreement to the Paris Protocol between the Government of Romania, the Supreme Headquarters Allied Powers Europe and the Supreme Allied Command Transformation, signed in Brussels on December 2, 1952, was adopted by the Deputy Chamber.

The developments since 1952 to the present, the new transformations of the Alliance and reshaping the security environment required the adaptation of the security provisions of the Protocol, in order to meet the specific needs of different host nations in case NATO commands are established on their territories.

There is NATO military personnel already manning positions in NFIU and MND-SE HQ in Romania so, in order to solve specific situations, the need appeared to have an Additional Agreement to the Paris Protocol, as soon as possible.

In terms of opportunity, signing the agreement reflects the committments assumed by Romania in the framework of the Alliance in terms of collective defence on the eastern flank, as the main security guaranty of our country's security.

The draft law is part of the legislative project L1 (Aligning military structure and human resources management to NATO's best practices and the consequences generated by the new security environment), which is a main priority of the defence minister's mandate within the Sectorial Plan of the Ministry of National Defence for the implementation of the Governance Program of 2016.
