Signing the letter of offer and acceptance for the acquisition of the first three HIMARS missile systems


In the presence of the State Secretary Mircea Dușa and the Chief of the General Staff Nicolae Ciucă, on February 26th, the legal procedure for the acquisition of the first three HIMARS (High Mobility Artillery Rocket System) missile systems was completed at the headquarters of the Ministry of National Defence, by signing the Letter of Offer and Acceptance (LOA) specific to the Foreign Military Sales Program – FMS.

The acquisition program is run according to the approval of the Romanian Parliament, under a state contract awarded by the Government of Romania to the Government of the United States of America.

Law no 46/ 2018 on the implementation of the "Indirect Fire Support Capability" of the "Multiple Long Range Missile Launching System" procurement program was adopted on Wednesday, February 21th, by the Chamber of Deputies, as a decision-making forum, and promulgated by the President of Romania on Friday, February 23rd.

The acquisition of the "HIMARS" missile systems is of essential security interest for Romania, because, the strengthening of the national and regional security is ensured by building this capability; this also contributes significantly to the consolidation of the strategic partnership with the United States of America.

The HIMARS missile system is a world-class technology, being one of the most reliable systems of this type tested in combat, being used, among others, by the US Army and the US Marine Corps.

Romania, as a NATO and EU member state, has the obligation to continue and intensify its national efforts in the field of defence and security. With the HIMARS entered into their service, the Romanian Land Forces will dispose of a highly accurate, credible, flexible and efficient system to fulfill their specific missions in order to discourage an aggression against Romania or its allies and to articulate an adequate response to the current and future challenges posed to the security environment.
