Medical equipment procured for the Romanian Armed Forces

MoND procured almost 200 tons of medical equipment and materiel though the NATO Support and Procurement Agency NSPA by means of the acquisition mechanisms provided by this agency. The medical equipment cost will amount to 15 million Euros.

The materiel designated to limit the effects generated by the spread of the COVID-19 pandemics to Romania consist in: thermometers, surgical masks, FFP2-type masks, protection glasses, overalls, protective footwear, waterproof medical aprons and surgical gloves. The products will be paid and brought into the country in several stages, in accordance with a delivery calendar coordinated with NSPA by the Naval Forces Staff and Medical Directorate and with support of the Defence Staff, throughout May-November 2020.

The equipment was procured by the NSPA specific partnership mechanisms in order to expedite the procurement process of this type of materiel needed by the MoND military units medical structures subordinated.

NSPA ensures the centralized acquisition for all NATO members and partners, including for the NATO Command Structure. In the context of the fight against the spread of the COVID-19 pandemics, the agency provides to its allied and partner states its support capacity that enables the procurement of medical materiel s well as the required logistic support in order to airlift this materiel to the delivery places.

NSPA does not compete other national acquisition agencies or departments but has the role to support these structures and their fully pledged members in solving all emerging issues while running the acquisition contracts.

The materiel was procured at manufacturing cost plus the administrative costs generated by the payment of the NSPA personnel involved in the procurement process.

After Romania joined NATO in 2004, it automatically became a member of the NATO Support and Procurement Organization NSPO and, implicitly, can benefit from the services provided by the NSPA, which is the executive body of the NSPO.

On 15 February 2019, the Naval Forces' Staff became a fully pledged member of the Naval Logistic Support Partnership NLSP, organized within the NSPA. The member status enables the provision of the necessary logistic support to all its subordinate ships and sets the grounds for the acquisition of medical equipment.
