Establishment of the HQ Multinational Corps South-East

The Romanian Parliament endorsed on Thursday, 18 June, in the joint session of the Senate and the Chamber of Deputies, the Decision on the establishment of the HQ Multinational Corps South-East (HQ MNC-SE) in Sibiu garrison, with temporary deployment in Bucharest.

The Decision to establish the multinational corps was adopted following the proposal submitted by the President of Romania, at the request of the Ministry of National Defence, with the notice of the Homeland Defence Supreme Council, in accordance with Law no. 291/2007 on the entrance, stationing, conduct of operations and transit of the foreign armed forces on Romanian territory.

Considering the significant developments of the international security environment and based on the international commitments assumed by Romania, our country presented an offer to establish on its national territory a multinational command and control capability (land force) HQ MNC-SE, which will be made available to NATO, as an integrative element of the national and allied defence plans.

Romania's initiative was appreciated by NATO and accepted by the Allies, this fact emphasizing the strategic importance of the Black Sea for the security of the Euro-Atlantic space and the necessity to increase the allied forward presence in the region. HQ MNC-SE will contribute to the strengthening of the defence and deterrence posture of NATO's Eastern Flank and will offer coherence to the C2 chain at regional level, defence minister Nicolae-Ionel Ciuca stated.

MNC-SE will hold the status of an international military headquarters, being subordinated to an allied command, outside the national command and control structure.

Details regarding the organization, functioning and manning as well as other aspects required for the accomplishment of the MNC-SE mission will be stipulated in the agreements settled by the MoND with NATO's military authorities and participating allied states, while the deployment of the HQ MNC-SE outside the Romanian state territory will be executed upon the order of NATO military authorities.
