MoND signed the Government to Government Agreement adjacent to the Anti-ship Missile Mobile Installations System Acquisition Program

The Ministry of National Defence signed with the United States of America, through the General Directorate for Armaments, the Government to Government Agreement adjacent to the Anti-ship Missile Mobile Installations System Acquisition Program.

Anti-ship Missile Mobile Installation System represents the military product designated for the defence of the coastal and littoral regions against the surface ships, having the ability to cope with ships, aircraft and own and allied equipment by using protected data connection and communication channels for the conduct of the attack with anti-ship missiles.

By building this capability, the Romanian Naval Forces will have a new, modern, tested and operational Anti-ship Missile Mobile Installation System, adapted to the current missions, together with the training required to use the system in combat and the current update of the anti-ship mobile system data bases, this being an essential requirement that is to be met shortly.

By singing this paper, the Government of the United States of America was offered the Letter of Offer and Acceptance (LOA) Contract, specific to the Foreign Military Sales Program FMS, according to the provisions of Law no. 37/2021 for the building of the Combat capability against the surface ships.

The contact will be run over 2021-2024, while the Anti-ship Missile Mobile Installations System will be delivered in the fourth semester of 2024.

According to the legal paper mentioned above, the manufacturer has the obligation to build a manufacturing and maintenance delivery unit at the level of an economic operator from the local defence industry, as defined at Art. 3 letter s) of Law no.232/2016 on the national defence industry.

The economic operator will be selected by the Anti-ship Missile Mobile Installations System manufacturer, with the agreement of the Romanian Government.

The Anti-ship Missile Mobile Installations System includes, without limiting to these, four mobile launching installations, command-control-communications platforms, transportation and loading-unloading platforms, sensors, initial logistic support, maintenance and testing equipment, cryptographic and special equipment, specialty assistance, training of personnel at all levels, including the use in combat , training equipment as well as specific anti-ship mobile system data bases.

The costs of the Anti-ship Missile Mobile Installations System Acquisition Program in the configuration comprised in the Law approved by the Romanian Parliament amount to 286 million USD, without VAT, following that the exact value to be established after the acquisition procedure.
