Sorin Encutescu, State Secretary and chief of Department for Parliament Liaison, Legislative Harmonization and Public Relations participated between May 5 and 15, 03 to the international seminar for military and civilian personnel with leading functions organized by European Center for Security Studies "George C. Marshall"in Garmisch-Partenkirchen, Germany.

The seminar's topic was "The Global War Against Terrorism: Defining Conflict of the 21st Century" and was developed under John P. Rose presidency, the director of the Center. The lectures and the discussions at academic level were focused on reasons and history of terrorism, international law in counter-terrorism, strategies and methods ( diplomatic, military and financial) for countering terrorism from European and American perspectives.

During the seminary Mr. Encutescu met the officials from USA, Germany, France, Great Britain, Russia, Holland and Iran.
