The CMX 05 exercise of crisis management will be conducted between January 26 and February 1, 05 in NATO commands in the capitals of the member states and the nine partner states.
This type of exercise, organized annually under the patronage of the NATO Secretary General, is conducted by the International Secretariat, the International Military General Staff and the two NATO Strategic Commands - Allied Command for Operations and Allied Command for Transformation –to exercise procedures for crisis management for maintaining and strengthening the Alliance’s capacity in managing a crisis.
For its participation in CMX 05, Romania will establish at the Operational Center of Military Leadership from the General Staff a National Structure of Response formed by the Crisis National Committee, the body making the decisions, and the Crisis National Operative Center, the technical body implementing the suggestions and setting the political-military decisions.
These structures will be represented by members of the structures with responsibilities in crisis management (Ministry of National Defence, Ministry of Foreign Affairs, Ministry of Administration and Internal Affairs, Ministry of Environment and Waters Management, Ministry of Justice, Ministry of Health, General Secretariat of the Government, Romanian Intelligence Service, Foreign Intelligence Service, Special Telecommunications Service, Bureau of National Register for State Secrets).
Romanian participation in CMX 05 represents an opportunity to exercise, test and evaluate the present system of response in crisis situations having in view the purpose of drafting a law for their integrated management.

CMX 05 scenario is hypothetical and consists of developing a NATO response to a crisis under a UN mandate outside the Euro-Atlantic area in order to reduce the tension between two states. The scenario envisions the possibility of a conventional conflict but takes into consideration an asymmetric dimension as well that includes terrorist threats and the use of weapons of mass destruction against NATO and partner forces. During the exercise there will be no troops deployed in the field.
The nine NATO partners involved in the process of planning the CMX 05 along the NATO members are Armenia, Austria, Azerbadjan, Croatia, Swiss, Finland, Ireland, Macedonia and Sweden. Representatives of UN, EU and OSCE are participating as observers to this exercise.
