Wednesday, February 2, 05 at the end of CMX 05 exercise, the Chief of the General Staff, General Dr. Eugen Badalan met at the Operational Center of Military Leadership (COCMIL) with the representatives of the structures with duties in crisis management that made the National Committee of Crisis.
State Secretaries, directors, deputy directors from the General Secretariat of the Government, Ministry of Foreign Affairs, Ministry of Administration and Internal Affairs, Ministry of Health, Romanian Intelligence Service, External Intelligence Service and Special Telecommunications Service and chiefs of central directorates from the Ministry of National Defence and General Staff implied in the development of this exercise took part to this meeting.
They analyzed the activity of the 91 participants to this exercise, the cooperation and the adequate response to the situations created by the leadership of the exercise and the lessons learned during CMX 05.
At the end of the meeting, Chief of General Staff stated: “ It is necessary to exist a permanent cooperation between the elements of the National System of Response to the Crisis and their relationship with the NATO similar sub-systems.”

The crisis management exercise annual developed under the patronage of NATO General Secretary is lead by the International Secretariat, the International Military General Staff and the two NATO strategic commands – Allied Command for Operations and Allied Command for Transformation – aiming the maintenance and the strengthening of the Alliance’s capacity in crisis management.
In order to participate to CMX 05 in Romania there will established a National Structure of Response at the Operational Center of Military Leadership from the General Staff. This Structure consists of National Committee of Crisis, the body making the decisions, and the National Operative Center of Crisis, the technical body making the suggestions and applying the political-military decisions. There will be no troops in terrain during this exercise.
The nine NATO partners implied in planning and performing CMX 05 together with the Alliance’s members are: Armenia, Austria, Azerbadjan, Croatia, Swiss, Finland, Ireland, Macedonia and Sweden. As observers to this exercise are the representatives of the UN, EU and OSCE.
The CMX 05 exercise scenario consisted in NATO operations of response to the crisis under UN mandate outside the Euro-Atlantic area for decreasing the tensions between the two states. The scenario comprises the possibility of a conventional conflict and its asymmetric characteristics including terrorist threats and the use of mass destruction weapons against NATO and partner forces. During the exercise there were no troops deployed in the terrain.
