The Memorandum of cooperation between the Center for Strategic Studies of Defense and Security from the National University of Defense Carol I and the Regional Delegation for Central Europe of the Red Cross International Committee was signed Thursday, March 2, 2006 at the Center for Strategic Studies of Defense and Security.

The document signed by ret. Colonel Constantine Mostoflei, Director of the Center and Patrick Zahnd, chief of Regional Delegation of the Committee and stipulates the common achievement of different research projects and programs, organization of scientific activities ( conferences, workshops, debates) on mutual interest issues and changes of publications.
