Angel Tîlvăr: “Cooperation among member states in the field of joint development and procurement of innovative military capabilities is essential.”
Minister Tîlvăr, at EDA Steering Committee Meeting
Minister of National Defence, Angel Tîlvăr, participated, on Tuesday, November 19th, in the European Defence Agency Steering Committee Meeting, organized in Brussels, in the Kingdom of Belgium.
During the meeting, the EU member states’ defence ministers approved the CARD Report (Coordinated Annual Review on Defence) and discussed the need for a common approach in the implementation of the recommendations listed in the document.
In his speech, the Romanian Minister of National Defence appreciated the activity conducted at EDA level, in the context of the development of the CARD report and the identification of collaboration opportunities. He also emphasized the need to ensure coherence between the projects identified at the EU level and the NATO capability targets. Minister Tîlvăr pleaded for their implementation in a complementary manner and for the identification of incentives to support coordinated investments in the field of defence.
“Over the last 20 years, EDA has played an important role in supporting member states in their efforts to increase defence capabilities, identifying opportunities for collaboration and aggregating requests. To make them more attractive, collaboration opportunities should be supported by incentives from the European Commission in order to enhance cooperation among member states and jointly develop and procure innovative military capabilities," Minister Angel Tîlvăr said.
EDA budget for 2025 was also approved today.
CARD offers a strategic perspective on the defence landscape of the European Union, facilitating cooperation by identifying concrete ways of collaboration. This tool is based on the assessment of member states' defence plans, aiming at strengthening coherence and acting as a catalyst for joint defence initiatives. Over time, this process will lead to a progressive synchronization and mutual adaptation of national defence planning cycles and capability development practices. CARD was launched in 2017 as part of the implementation of the European Union Global Strategy and is an essential tool for the advancement of the EU Strategic Compass. CARD is already in its third iteration.
