Defence Minister’s participation in the Information Meeting of EU Defence Ministers in Warsaw
Minister of National Defence, Angel Tîlvăr, participated, on April 2-3, in the Informal Meeting of EU Defence Ministers, which was held in Warsaw.
The meeting agenda included a session dedicated to the implementation of the measures resulting from the White Paper on European Defence -Readiness 2030, a document published by the European Commission on March 19, 2025, as well as discussions on enhancing the military support provided by EU member states to Ukraine.
During the talks dedicated to European defence, the defence minister welcomed the publication of the programmatic document referring to the White Paper on European Defence -Readiness 2030 and the ReArm Europe Initiative.
Romania expresses its interest in consolidating the European industrial and technological base, which must meet the current and future challenges, including through the support provided by the current and new tools, such as Security Action for Europe (SAFE) instrument that is part of REARM Europe, the Romanian official emphasized.
With reference to capability development requirements, the focus was placed on several areas, including: military mobility, air defence, ammunition, and critical infrastructure protection.
As part of the debates on defence industry cooperation, the defence minister pointed out the importance of strengthening the defence industrial and technological base across the European Union, in a geographically balanced manner. In this context, the essential role of adequate support for small and medium-sized enterprises (SMEs) was highlighted, as pillars of competitiveness in the field.
On the other hand, the Romanian official appreciated the concrete direction expressed in the White Paper on European Defence - Readiness 2030 with reference to the simplification of legislation in the field of defence through a future Omnibus proposal.
Minister of National Defence also highlighted the importance of close coordination between European and NATO efforts, to ensure complementarity and strategic coherence.
During the working session dedicated to Ukraine, the defence ministers conveyed their broad support for a lasting peace in this country.
In this context, the officials emphasized Romania's contribution to the European Union Military Assistance Mission in support of Ukraine (EUMAM UA) as well as the importance of the continuous use of all available support instruments.

The proposed SAFE regulation, a pillar of the ReArm Europe Plan / Readiness 2030, points to a new financial instrument through which Member States will be able to be provided with guaranteed loans from the EU budget of up to 150 billion Euros for joint acquisitions of capabilities.
