The Framework Agreement on the procurement of the SHORAD-VSHORAD air defense systems was signed

On Friday, July 18th, the Ministry of National Defence - General Directorate for Armaments, through CN Romtehnica SA - and the Israeli Company Rafael Advanced Defense Systems Ltd signed the Framework Agreement on the procurement of the SHORAD-VSHORAD air defense systems.

The framework agreement envisages the signing of three subsequent contracts, which stipulate the acquisition of six integrated SHORAD-VSHORAD air defense systems, a training and education system, a simulation system which evaluates the VSHORAD operators, six SHORAD systems and six VSHORAD systems, including ammunition, training and logistic support.

The cost of the acquisition amounts to 10.33 billion lei without VAT, i.e. approximately 2.038 billion EURO excluding VAT.

The framework agreement will run for a 7 year-period, with the first 2 VSHORAD systems to be delivered within 3 years since the signing of the first subsequent contract.

The "SHORAD-VSHORAD Integrated Weapon System" Acquisition Program aims to equip the military with advanced weapon systems designed to provide protection against aerial threats, including drones and cruise missiles.

The SHORAD-VSHORAD systems represent an optimal combination of mobility, efficiency and integration into modern defensive networks, being compatible with NATO requirements.

The acquisition, for which the prior approval of the Romanian Parliament was obtained, according to the specific legislation (cdep.ro/bp/docs/F1990344533/img05202020_0016.pdf), consisted of a competitive type-procedure (restricted tender) including the condition of international acquisition, with the obligation of involving the national defense industry through technological and industrial cooperation.

The procedure was published in the SEAP and the OJEU (Official Journal of the European Union) in November 2023.

After communicating the result of the procedure to the participants and completion of the legal waiting period for the signing of the Framework Agreement, in accordance with art. 59 of Law 101/2016, the signing procedures were initiated with the economic operator designated winner, namely Rafael Advanced Defense Systems Ltd.
