General information
The Ministry of National Defence is organized and operates as a specialized body of Romania’s central public administration, which, in accordance with the law, leads and conducts activities in the field of national defence. When performing its duties, the Ministry of National Defence cooperates inter institutionally and works—while preserving its defence objectives and policies—with other ministries and specialized bodies of the central public administration and with other public institutions and authorities, with the political-military and military command structures of other states, as well as of the international organizations to which Romania is a party, with economic operators, with associations of reserve and retired military personnel, with veterans’ associations; and with other professional associations or non-governmental organizations, under the law.
In order to fulfill its functional responsibilities, in accordance with applicable legal provisions, certain structures within the Ministry of National Defence process personal data, in whole or in part, using both automated and manual means.
Under the legislation, you are a "data subject", meaning an identified or identifiable natural person. In order to be fully transparent regarding data processing and to allow you to exercise your rights easily at any time, we have implemented measures to facilitate communication between us—the Ministry of National Defence—and you, the "data subject".
Terms and definitions
Personal data - any information relating to an identified or identifiable natural person, directly or indirectly, in particular by reference to an identifier such as a name, an identification number, location data, an online identifier, or one or more factors specific to the physical, physiological, genetic, mental, economic, cultural, or social identity of that person.

Supervisory authority - the National Supervisory Authority for Personal Data Processing (ANSPDCP).
Principles

Legal basis for processing personal data

4. Right to restriction of processing, in the following situations:
i. accuracy of the data is contested, for a period enabling verification;
ii. processing is unlawful and the user opposes erasure, requesting restriction instead;
iii. we no longer need the data for processing purposes, but the user requires it for the establishment, exercise, or defence of legal claims;
iv. the user has objected to processing on grounds relating to their particular situation, pending verification whether the controller’s legitimate grounds override.
5. Right to object – the right to object to processing, including profiling, on grounds relating to the user’s particular situation, where processing is necessary for a task carried out in the public interest or for legitimate interests pursued by us or a third party. In such cases, processing will occur only if justified by compelling legitimate grounds overriding the user’s interests, rights, and freedoms, or for the establishment, exercise, or defence of legal claims.
Where processing is for direct marketing, the user has the right to object at any time, including to profiling insofar as it relates to direct marketing.
6. Right to data portability – the right to receive personal data provided by the user in a structured, commonly used, machine-readable format and to transmit it to another controller, where processing is based on consent or a contract and is carried out by automated means.
Where technically feasible, personal data may be transmitted directly from one controller to another.

In principle, accessing the information available on the Ministry of National Defence’s website does not require providing personal data. However, to access certain services and/or applications developed by the Ministry of National Defence and available on mobile networks, personal information may be requested to identify the user and/or enable contact.
