The Ministry of National Defence has signed, up to date, the following contracts under the SAFE Regulation:
· Contract for the supply, by the Quantum Systems company, of the "Mini UAS Class I System", whose value reaches 30,700,000 euros, excluding VAT.
The document stipulates the supply of 34 Mini UAS Class I systems (vector), to be delivered in 2027, as well as 15 Scorpion kits, which enable the transformation of the system from a "fixed wing" configuration to a "multicopter" one.
The contracted systems, which will be used to conduct surveillance missions, complement the capabilities already in service of the Romanian Armed Forces and are complementary to the co-production project developed in Romania.
· Contract for the acquisition of portable short-range/very short-range anti-aircraft missile systems – MANPAD MISTRAL, initialed by the Ministry of National Defence with the Ministry of Armed Forces and Veterans of the French Republic.
The acquisition takes place within the framework of the "European Joint Acquisition of Mistral System" Initiative, coordinated by France, to which Romania is a party, alongside other European states.
The value of the contract is 625,591,000 euros, excluding VAT, and includes 231 MANPAD MISTRAL systems, 934 MISTRAL missiles, training services, training ammunition, documentation, a simulator and logistic support.
The "Man-portable short-range anti-aircraft missile systems - MANPAD MISTRAL" Program was included in the Investment Plan for the European Defence Industry, and developed based on the " Security Action for Europe - SAFE" Mechanism.
· Subsequent contract for the Multifunctional Wheeled Transport Platforms Program, concluded under the 2019 Framework Agreement, with IVECO DEFENCE VEHICLE S.p.A. company from Italy.
The value of this subsequent contract is 1,069,018,421 lei, excluding VAT. The company has the obligation to deliver, during the 2026-2028 timeframe, a number of 860 multifunctional wheeled transport platforms, in 16 configurations.
· Contract signed through the NATO Support and Procurement Agency – NSPA for the 35x228 mm ammunition, which stipulates the purchase of 87,360 rounds of 35x228mm LINKED HEI-T caliber. The purchase price is 23,356,400 euros, without VAT, with deliveries of the products to be made in 2027.
The Ministry of National Defence is seeking solutions to overcome procedural and commercial obstacles, so that the SAFE Program implementation schedule is respected.
