The Ministry of National Defence, through the General Directorate for Armaments, signed on Friday, May 29th, the following contracts within the " Security Action for Europe" (SAFE) Program, as approved by the Romanian Parliament:
● The framework agreement for the supply of 298 infantry fighting vehicles and derivatives by the economic operator Rheinmetall Automecanica SRL, worth 3,337 million EURO, without VAT.
The procurement program aims to equip the Romanian Armed Forces with tracked infantry fighting vehicle and derivatives, necessary for the execution of specific missions by the heavy infantry battalions of the Romanian Land Forces.
● The contract for the supply of the counter-drone products by Rheinmetall Italia S.p.A. : “Ground-based deployable air defence artillery system with CRAM and CUAS SKYNEX capabilities”, “VSR-CUAS SKYRANGER 35 very short range mobile air defence system” and “Millennium close-in weapon system (CIWS)”.
The value of the contract is 981,950,000 EURO, without VAT, the company having the obligation to supply 7 SKYNEX systems, 2 SKYRANGER 35 systems and 2 Millenium systems. The three SAFE projects aim to equip the Romanian Armed Forces with very short-range air defence systems for the direct air defence of forces, assets (including ships) and infrastructure elements within the areas of operations/responsibility.
● The contract for the supply by the company NVL B.V.&Co. KG, part of the Rheinmetall AG Group Germany, of the “Maritime Patrol Vessel” and “Diver Intervention Ship”, worth 920,000,000 EURO, without VAT.
The contract stipulates the acquisition of 2 maritime patrol vessels and 2 diver intervention ships. The objective of the two SAFE projects is to strengthen Romania's defensive capacity and contribute to regional stability and the security of the maritime borders of the European Union and NATO.
● The contract value for the supply of the “35 mm AHEAD Ammunition” by the Rheinmetall Waffe Munition GmBH Company, is 449,750,000 EURO, without VAT.
The contract stipulates the purchase of 401,760 35 mm-AHEAD rounds. The SAFE project aims to supply combat stocks to ensure firepower in order to counter air targets, including drones.
The Ministry of National Defence, through the General Directorate for Armaments - as Contracting Authority, signed these procurement contracts under the SAFE Financial Mechanism, respecting the legal deadline provided by the SAFE Regulation - May 30th, 2026.
The conclusion of these contracts involved going through complex procedures and overcoming procedural and commercial difficulties, in order to comply with the timetable established by the SAFE Program, a particularly important aspect in the current regional security context and in relation to the need to accelerate the Romanian Armed Forces’ modernization process.
