Participation of State Secretary Sorin-Dan MOLDOVAN in GLOBSEC Forum
State Secretary Sorin Dan Moldovan, Head of the Department for Defence Policy, Planning and International Relations, represented the Ministry of National Defence, over June 12–14, 2025, in the 20th edition of GLOBSEC Forum, held in Prague, under the high patronage of the President of the Czech Republic, Petr Pavel, and the Czech Ministry of Foreign Affairs.
The GLOBSEC Forum has established itself over the years as one of the most important strategic reflection platforms in Central and Eastern Europe and has brought together high-ranking officials in the field of security and defence, political leaders, representatives of academia and the defence industry.
As part of the Forum, the Romanian State Secretary spoke in two of the central panels focused on European security and countering hybrid threats.
The European Commissioner for Defence Industry and Space, Andrius Kubilius, the Estonian Minister of Defence, Hanno Pevkur, and representatives of the defence industry also participated in the discussions in the panel on European Defence, analyzing the implementation status of the Readiness 2030 Plan and the need to urgently develop a European defence industrial base that is resilient, competitive and strategically relevant.
In the second panel, focused on countering hybrid threats, State Secretary Moldovan supported the importance of national resilience and peacetime readiness as key elements for deterring aggression. The talks, held alongside officials from the United Kingdom, Canada, and the Czech Republic, as well as experts from prestigious think tanks, emphasized the role of social cohesion, strategic communication, and rapid adaptation to new forms of hybrid aggression in the architecture of collective defence.
The 20th edition of the GLOBSEC Forum, held in Prague, brought together over 2,000 participants from nearly 80 countries, a record attendance that confirms the forum's role as a leading international platform. The event included 260 well-known speakers and 51 political delegations, including heads of state, prime ministers, ministers, state secretaries, parliamentarians and representatives of key international organizations.
