SPOKESPERSON OF THE MINISTRY OF NATIONAL DEFENCE

Since 1 November 2023, Major General Constantin Spinu is serving as military advisor for Strategic Communications for the Minister of National Defense. His previous assignments include the position of head of the Information and Public Affairs Directorate of the Romanian Ministry of Defense (August 2016 - November 2023) and Ministry of National Defense’s Spokesperson, since 2009.

MG Spinu graduated as valedictorian the Air Force Academy in 1993, and has an extensive experience of more than 26 years in military journalism, public affairs, crisis communication, and strategic communications.

His most significant education achievements include a BA in Political Science from "Dimitrie Cantemir" University in Bucharest, in 2003, a graduation diploma of the US Defense Information School in 2005 and he is also a NATO Defense College graduate in 2016. He won a reasearch scholarship with the G.C. Marshall Center in Garmisch-Partenkirchen, Germany, in 2024. Also in 2024, he earned a PhD title in Communications Science by the National School of Political and Administrative Studies in Bucharest.

As for deployments abroad, he has completed a six-month tour as a military journalist in Bosnia with the SFOR (2002-2003), and one-year deployment as media operations officer with the US CENTCOM (2007 – 2008).

He speaks fluently English and, at a conversational level, French.

He is married, with two children.
